Legal background

In Austria, depending on the federal state, the Lift System Operating Ordinance (HBV), ÖNORM 2458 and state-specific lift laws apply. They all require ongoing monitoring of lift systems - through regular operational checks carried out by a designated lift attendant.

Are tests and inspections mandatory for lifts?

Yes, the operator or owner of the lift system is obliged to carry out the statutory inspections and checks.

Which laws regulate the installation, operation, prescribed inspections, maintenance and regular checks of a lift system?

Austria-wide the Lifting Systems Operating Ordinance 2009 and in Upper Austria the Upper Austrian Lifts Act 1998.

What tests and inspections must be carried out for lifts?

Weekly or quarterly operational inspections, annually recurring inspection & extraordinary inspection.

What is the difference between weekly and quarterly checks?

Lifts without a remote monitoring system (lift attendant module) must undergo a weekly operational check. For lifts with a remote monitoring system, a quarterly inspection (four times a year) is sufficient.

Who is authorised to carry out tests and inspections on the lift?

Regular operational checks may be carried out by the operator themselves or another authorised employee - provided that the person is familiar with the system and has been demonstrably trained. However, only an authorised lift inspector or a licensed lift company is responsible for recurring annual inspections, extraordinary inspections or safety-related acceptance tests.
